The Sun says the former Wigan boss has been handed a £50million war-chest by new owner Ellis Short.
Bruce said: “We have always scoured the world whether it be Europe or South America. I got here because of hard work and graft. I want players I buy to reflect that.
“I hope we make it exciting times here for Sunderland. I am looking to target people I have not been able to before.
“I spoke to Ellis Short and it was a very positive conversation. He has been bitten by the bug. I have been told he doesn’t want to be in the position he was last season, near the relegation fodder.
“With the three years I am hopeful we can push to the top 10. I want to drive the club forward. We are in the hardest and most difficult league in the world.”
Chairman Niall Quinn confirmed: “Steve will be backed. We are now in a place that we have never been before.
“I have seen every game here for three years. We have some fine players but there have been times when we have been brittle.
“A mentality has been missing. The missing ingredient is steel and Steve can help provide it.”
