The Daily Star reports that the Scottish giants are leading the race to sign Bullard on a 12-month loan deal.
Hull were keen on selling Bullard in order to make a big cut in their wage bill, but no-one has so far shown an interest in signing the midfielder on a permanent deal.
Bullard joined Hull in a £5million deal in the January transfer window in 2009, but the midfielder has struggled with injuries during his stay at the KC Stadium.
