The 34-year-old, who joined Bologna today, has been out of a club since his contract with Inter expired during the summer.
“Four-and-a-half months ago I was an Italian champion and then I found myself shut out and abandoned by everyone, without a club to play for,” Cesar said.
“It was very hard and people asked me why. The reply was simple – I was cut out at Inter because I was one of Mancini’s men.
“I paid for Mancio’s sacking and it wasn’t fair. They made promises to me in June, so I didn’t go looking for another club and then I heard nothing.
“The Nerazzurri forgot me. All they had to say was that they didn’t want me but I believed in them. Now I don’t trust anyone.”
“I want to thank Bologna for giving me this opportunity,” he added.
“I feel good physically and I am ready to give everything in the battle for salvation.
“I know Mihajlovic because we played together. I will now be trying to show my ability and to score goals.”
