Cole is yet to agree a new contract with Chelsea and will be available to leave the club on a free transfer.
Cole would be keen to be reunited with his former boss at West Ham, Harry Redknapp, at White Hart Lane.
Redknapp handed Cole his debut while the pair were at West Ham.
