The Telegraph says Chelsea could make a move for the Feyenoord midfielder as the Court of Arbitration in Sport has postponed the transfer embargo inflicted by FIFA on the club.
De Guzman has been watched in action by Hans Gilhaus this season. Gilhaus has been impressed by the 22-year-old and has recommended the player to the Chelsea management.
Reports says they now have made a formal offer to the Dutch giants.
