The Sunday Mirror reports that the Blues will launch a £20million bid for the highly-rated midfielder.
Tiote joined the Magpies in a £3.5million deal from Twente just sixteen months ago.
Chelsea reportedly tried to sign Tiote in January and again over the summer.
Tiote signed a new six-and-a-half year contract with Newcastle in February.
Chelsea could expect competition from Manchester United, who are also interested, in the chase for Tiote.
