Brighton are reported to be holding out for £100million for the former Independiente del Valle star.
The Athletic reports that Chelsea have made a backup plan, if they fail to convince Brighton to sell.
The Blues could turn to 24-year-old USMNT star Adams, who has a £20million release clause in his contract and has been strongly linked with a move away from the club, following their relegation to the Championship.
