The 22-year-old has impressed while on loan at Norwegian side Stromsgodset.
The youngster’s loan deal with Stromsgodset is due to end in December and Ibrahim will then be free to quit City.
Crystal Palace boss Ian Holloway is keen to sign the 22-year-old, who has been likened to former Arsenal star Patrick Vieira.
