The Sun says the Toffees have agreed a fee for the 25-year-old Dutchman.
Moyes is ready to splash all of the cash they got when they sold Joleon Lescott to Manchester City for £24million.
Moyes said: “We bought Joleon for just under £5m and we have made profit, which we are hopefully going to put back in and strengthen the club. I’m hoping to do more than another two if I can.”
