The Norwegian striker has been in and out of Martin O’Neill’s side and could be interested if the Turkish side offer a lucrative and long contract.
The 30-year-old has previously in his career played for Besiktas in Turkey.
The Mirror says Fenerbahce is keen on signing the striker in the January transfer window.
Carew’s current contract at Aston Villa is set to expire in the summer of 2011.
