Ferguson has been out of action for over five months with an ankle injury.
“It’s great to include Barry in the squad, but I don’t think he’s 100% fit yet,” Scotland boss George Burley said to the BBC.
“Rangers have two more games to play, so we’ll be looking at it carefully.”
