Ferrari joined Genoa for just 12 months ago on a free transfer from Roma.
“There is an agreement between Genoa and Besiktas as well as a deal between the player and the Turkish club. The only problem is red tape involving the teams,” explained Moreno Roggi.
Besiktas have agreed to pay £4million for the defender and Ferrari has been offered a four-year contract worth around £2million.
