Two of the offers are reportedly from Premier League clubs.
The 20-year-old has been linked with the likes of Manchester City, Tottenham and Manchester United.
“We have received four offers for Kjaer, two from Germany and two from England,” Palermo president Maurizio Zamparini told Sky Italia.
“We hope to keep him.”
