The Cottagers are keen to bring in Ramsey as a replacement for Danny Murphy.
Murphy completed his move to Blackburn Rovers on a free transfer on Monday.
Ramsey is reportedly happy at Arsenal, but could decide to leave in order to get regular first-team football if manager Arsene Wenger strengthen his squad this summer.
