Hughes is keen to bring in the Ecuador striker in a loan deal, according to News of the World.
The 21-year-old joined City from FC Basel in a £5.2million in January 2008 but has been frozen out at Eastlands.
Caicedo spent time on loan at Sporting Lisbon and Malaga last season.
