Bild reports that Fulham boss Roy Hodgson sees Valdez as the perfect replacement for Erik Nevland who will leave the club at the end of the season.
Valdez joined Borussia Dortmund from Werder Bremen in 2006, but has falled behind Lucas Barrios in the pecking order this season.
The German side reportedly wants €3million for the forward.
