The 22-year-old signed a four-year contract with Blackburn after completing a medical at Ewood Park on Tuesday.
Blackburn has reportedly agreed to pay Dundee United around £2million for the highly-rated striker.
The club said in a statement on their official website: “Rovers have seen off fierce competition from a host of other clubs to make their first signing of the summer.”
