The 27-year-old has signed a two-year contract with the German side.
“We have been observing him for a while,” said Hannover’s director of sport Jorg Schmadtke to Fifa.com.
“He can play with both feet and on both the left or the right wing, and he has also already played in the centre of midfield.
“Carlitos will help us with his eye for goal and his versatility. This transfer fits completely within our financial structure.”
Carlitos is quoted as saying: “I am looking forward to playing for Hannover in the Bundesliga and I think I can help this team.”
