Hargreaves has just three appearances for United this season due to his injury.
The Daily Mail says Hargreaves visited a knee specialist last week and is set to undergo surgery.
“The doctors hoped the injections would help the problem but everyone has accepted now it needs another approach,” said a Daily Mail source.
“Owen has been very down but is hopeful this will help the problem in the long term.
“United paid a lot of money for Owen so there is pressure for him to do well. But his injury has stopped him showing what he can do.”
Hargreaves joined United from Bayern Munich last year for £17million.
