The Swedish defender will sign a three year contract with the Ligue 1 side.
The 30-year-old was also wanted by Serie A side Atalanta and SPL giants Rangers.
Heerenveen coach Gertjan Verbeek said: “Petter has never made it a secret that he would like to move to a foreign country but Heereveen made him an offer with time for reflection.
“Unfortunately on Thursday he indicated he would be leaving.”
