The 32-year-old has signed a two-year contract with the Italian giants.
“Diego Forlan is an Inter player,” read a statement on the club’s official website.
“Inter have signed Forlan on a permanent deal and he has signed a two-year contract.”
Forlan won the Europa League and the Super Cup during his four-year spell with Atletico Madrid.
