The Scottish FA is looking for a new national team boss following the sacking of George Burley on Monday.
“When I left Tottenham I moved on abroad and my first job abroad was as manager of India,” Kinnear told Sky Sports News.
“I was out there for two years, so I started off with an international side.
“I missed out on, I think, two occasions to be the manager of Ireland, which would always have been a dream job for me.
“But sure, why not? I’ll throw my hat in the ring. If they felt they wanted to interview me, I’d be more than happy to go along and talk.”
