The Spanish international has been linked with several clubs including Manchester City and Barcelona in recent months.
A Liverpool spokesman told the Telegraph last night: “Chelsea have made an offer for Fernando, which has been rejected. The player is not for sale.”
Chelsea have reportedly also had a £52million bid for Atletico Madrid duo Sergio Aguero and Diego Godin turned down earlier this week.
