The Mirror reports that the City owners have told Mancini they will spend what is needed to get the club back in the race for the Premier League title.
City failed to get top the top of the table following their 2-1 home defeat to Everton on Monday.
Mancini is reportedly keen to bring in a new striker in January to ease the burden on Carlos Tevez.
Wolfsburg star Edin Dzeko and Porto striker Hulk are amon the players being linked with moves to Eastlands.
City are ready to sell players such as Emmanuel Adebayor, Roque Santa Cruz, Wayne Bridge and Shaun Wright-Phillips in order to part-fund Mancini’s transfer kitty.
