City boss Mark Hughes has £40million to spend on new players in the January transfer window and is ready to make a move for Owen.
Hughes is also keen on signing West Ham striker Craig Bellamy.
Owen has been offered a new four-year contract by Newcastle, but has so far refused to sign a new deal.
