The Wales international has entered the final year of his current contract at Arsenal and the club could decide to cash in on the midfielder in the January transfer window.
The 27-year-old has also been linked with a potential move to Chelsea.
Ramsey rejected the chance to join United, when he instead joined Arsenal from Cardiff in 2008.
