Welbeck was included in the squad for Wednesday’s European Championship qualifier against Greece.
But the striker, who is currently on loan at Preston, is struggling with a knee injury.
“Danny has a sore knee and we won’t know the full extent of it until Monday or Tuesday,” Preston manager Darren Ferguson told the club’s official website.
“There is a bit of swelling in it and he was never going to be fit.
“We will calm it down over the weekend and if the swelling is still there on Monday after doing some jogging and light work it might be more serious than we hope, but hopefully it will go down and he will be fine for next week.”
