Spurs have been chasing the England international over the past 18 months.
He told the Daily Express: “I knew I would not go to Tottenham and settle.
“At this time, I am happy to stay and I have signed a new contract at Middlesbrough.
“Maybe one day I’ll move on, go to a bigger club, but I’m happy here.
“If we can continue to attract players like Tuncay Sanli and Jeremie Aliadiere, good young players as well as more experienced players – we can be a good side and it still means a lot to play for Middlesbrough.”
