Sky Sports reports that Twente are considering the offer as manager Steve McClaren is exploring his options.
The Magpies have long been linked with the Dutch forward, who did not feature for Holland at Euro 2012.
The 21-year-old has also been linked with the likes of Tottenham, Liverpool, Bayern Munich and Borussia Dortmund.
