Cabaye has told Newcastle boss Alan Pardew he wants to leave the club before the transfer window closes.
The Magpies have already rejected a £10million bid from Arsenal for Cabaye.
Kinnear said: “We’ve told Arsenal our terms, the ball is in their court.”
