Talking to ESPN, he said:

Chelsea attempted to sign the 19 year old last summer, but Neymar stated it was the wrong time to move. He remained coy over rumours of a move to England or Chelsea after Brazil’s 2-0 friendly win over Scotland, stating:
“The stadium is great; the pitch is, too. The weather I don’t like all that much, but I could get used to it.”
“I am happy there [Santos] and, when the time comes, God will make me take the right decision and things will happen.”
