The Scotland international has signed a three-and-a-half-year contract and joins the Canaries for an undisclosed fee.
The 29-year-old becomes the fifth signing for Norwich in the January transfer window.

Naismith told the club’s official website: “I’m very happy to have signed because now I can concentrate on the football side of things.
“Norwich have displayed class in the way they’ve done their business all the way through. They’ve shown how much they wanted me, which is great, and I’m delighted to be here.”
After finalising the signing of Naismith, Canaries boss Alex Neil added: “We are delighted to conclude this deal and bring Steven to the Club.
“He’s a proven performer at Premier League level and an established international with Scotland so arrives with excellent pedigree.”
