The 22-year-old will spend the first half of the season at Fratton Park and his contract with Spurs expired in 2013.
“Obviously that’s what Tottenham want me to do. They want me to play football,” he told Sky Sports News.
“On a personal view I just want to play. Whether it’s at Portsmouth or Tottenham I just want to play football.
“If I’m going to be playing my football here then that’s where I’m going to be playing my football.”
