Savic has been strongly linked with a move to Chelsea in the January transfer window.
Shakhtar Donetsk, Roma and CSKA Moscow are also reportedly keeping tabs on the 19-year-old.
But Belgrade president Dragan Djuric told Mundo: “Savic is not for sale. He will stay with this club for at least two years.
“He is the future of Partizan so we don’t want to sell him. Not even for €10million.”
