Redknapp said: “We need to improve to be a top six squad and we are looking to do that in the summer.
“The owner is very ambitious. In all honesty we missed most of the targets we went for last year. I only got Sol and Jamo late on. I thought I had Gareth Barry – we had done a deal with Villa but they didn’t have a manager.
“I had Petrov coming in from Celtic and I tried to get Anelka and Ryan Nelsen from Blackburn. We went in for some big targets.
“If you get that type of quality I think you can be in the top six, but we need to improve the squad in the summer and we will because the young guy who owns the club is really ambitious.
“I think Portsmouth is a club that is going to be on the up, I really do. I wouldn’t just say that – I’m not the type of guy who crawls around chairmen believe me – but I’ve no doubt.
“I think you’ll see a new stadium, a fantastic training facility and him investing in the team. I think he’ll bring quality players in.”
