Smith admits the club is struggling for funds, despite the revenue from the Champions League this season.
He told the Daily Record: “There is a board meeting on Monday but if you’re asking the question now, we won’t have funds available for the transfer window.
“You do not need to have a long-term involvement to try to keep your best players and that’s why we’re in talks to renew contracts.
“However, what we need more than anything else is to expand the group of players here and give them a hand in terms of bringing others to the club.
“We do not have that capability at the moment, so it’s only right we’re trying to keep the players who have done well for us in the last couple of seasons.
“This season we’ll need some luck in terms of injuries and suspension if we’re going to get through it.”
