Rangers boss Ally McCoist is keen to bring in the former Fulham star as a replacement for Madjid Bougherra, who joined Qatar last week.
But St Etienne boss Christophe Galtier insists they are not looking to sell the highly-rated skipper.
Galtier said: “Rangers may want Carlos but we don’t want to sell him. He’s under contract to us so we decide whether or not to sell.
“I don’t want to sell him. He’s an important member of my team and I want him to stay that way.”
A spokesman for the French outfit said: “We haven’t received any contact from Rangers.
“Carlos is not for sale. We have a young defence and we need him to lead those players.”
