The Sun reports that Real Madrid boss Jose Mourinho is keen to bring in Silva to add more creativity to his side.
Silva was strongly linked with a move to Real Madrid before he joined City in a £24million deal from Valencia just two years ago.
The 25-year-old played a key role for a City side who won the Premier League title last season.
