The Daily Mail reports that Sampdoria are keen to sign the 20-year-old on loan until the end of the season.
The Dutch left-back has also been linked with a move to Championship side Swansea, where former Chelsea youth and reserve coach Brendan Rodgers is manager.
Rodgers said: “He is an Ashley Cole in the making.”
