The 25-year-old has insisted he is happy at City and does not want to leave the club this summer.
Robinho joined City from Real Madrid in a £32.5million transfer last summer.
“We are in permanent contact with Robinho,” Santos club president Marcelo Teixeira told GloboEsporte.com.
“He will be in [the city of] Santos for 25 days before going back to England.
“The situation is difficult in a financial aspect. The will of both parties is not enough.
“If the club [Manchester City] fulfil their promise of signing big players, Robinho will stay there because he dreams of being chosen the world’s best player.
“If that does not happen, I think Santos will have the chance to bring the player back.”
