Toivonen is ready to leave the Eredivisie side if they fail to bring in more reinforcements this summer.
The 25-year-old has recently been linked with the likes of Liverpool, Tottenham, West Brom and Juventus.
“The current selection is too narrow,” Toivonen told Voetbal Primeur.
“There is no doubt the club has worked hard to get reinforcements, but I hope all their plans are realized.
“I want to keep playing, but only for the championship.”
He added: “Yet much remains to be done before I leave PSV.”
“His ambitions are my ambitions,” said PSV coach Fred Rutten. “I press the manager (Marcel Brands) every day. Already we are on the right course.”
