The Sun reports that Spurs have made a cash-plus-player bid for the highly-rated defender.
Spurs are reportedly ready to offer some money, but also want to include a player such as Jermain Defoe, Robbie Keane, David Bentley or Sebastian Bassong in the deal.
Arsenal and Everton are also reportedly keen on signing the £12million defender.
