The Daily Express reports that West Ham boss Avram Grant is reluctantly prepared to sell the midfielder in the January transfer window.
Spurs tried to sign Parker last summer, but their £7million bid was rejected.
A West Ham source told the Daily Express: “The fact is the player wants to take his career on to another level at Spurs and there is no point in keeping an unsettled footballer.”
