Villas-Boas is expected to confirmed as new Spurs manager by Monday.
The Daily Star reports that Villas-Boas has told Spurs chairman Daniel Levy that he wants the club to sign Moutinho as a replacement for Luka Modric.
Modric has recently been strongly linked with the likes of Manchester United, Chelsea and Real Madrid.
Spurs could face competition from the likes of Manchester City, Manchester United, Chelsea and Liverpool in the race to sign £32million-rated Moutinho.
Moutinho reportedly has a £40million buy-out clause in his contract.
