Birmingham have recently rejected a £6million bid from Southampton for Butland.
The Daily Mail reports that Spurs may consent to a deal that allows the keeper to stay on loan at Birmingham for a season.
Spurs also remain interested in Lyon goalkeeper Hugo Lloris.
