Sky Sports reports that City have given the Togolese marksman permission to talk with Spurs, after the two clubs have come to an agreement.
The 28-year-old scored 17 Premier League goals while on loan at White Hart Lane last season.
Spurs are expected to complete the signing of Adebayor over the weekend.
