Black Cats boss Steve Bruce is ready to bolster his side and will use the £20million from the sale of Jordan Henderson to Liverpool on new players.
The Mirror reports that Bruce is keen to bring in Gardner and Johnson this summer.
Birmingham are looking for big money for Gardner, who could be tempted to leave the club following their relegation to the Championship.
Birmingham have already rejected a £6m bid from Wolves for Johnson.
