The England Under-19 international will stay on loan at Derby for a month.
“Ryan is a young lad with a good reputation coming from Sunderland, and we are pleased he has chosen to come here,” said Derby boss Nigel Clough.
“(Sunderland manager) Steve Bruce rates him highly and thinks this will be a good part of his development.
“We have watched Ryan a few times and have been impressed with him.”
