The Daily Mirror says Spurs believe they can get Upson on the cheap due to the financial crisis at West Ham.
Spurs may be ready to use Alan Hutton and David Bentley as part of the deal to sign the 30-year-old.
Manchester City are also reportedly interested in the highly-rated defender.
