Spurs chairman Daniel Levy was not expected to move for Ramos until the end of the season but with the club third bottom in the Premier League he was not prepared to wait any longer.
Ramos has accepted a £3million-a-year deal with Spurs and Gus Poyet will join him at White Hart Lane as his No 2.
Sevilla want around £1.5m in compensation for Ramos.
